NYC sidewalk clearing rules for businesses
According to the NYC Department of Sanitation (DSNY), building owners and occupants must clear a sidewalk path at least four feet wide, clear around fire hydrants and at curb cuts and pedestrian ramps, and must not shovel, blow or push snow into the street. The deadlines depend on when the snow stops falling:
- Snowfall ends between 7:00 AM and 4:59 PM: clear within 4 hours
- Snowfall ends between 5:00 PM and 8:59 PM: clear within 14 hours
- Snowfall ends between 9:00 PM and 6:59 AM: clear by 11:00 AM
If ice is frozen too hard to remove, DSNY allows salt, sand or other granular material to improve traction. DSNY lists fines of $100 for a first offense, $150 for a second and $250 for a third or later offense. Always check the DSNY page for the current rules.

No. JC Snow Removal serves commercial properties only: businesses, office buildings, retail, warehouses, hotels, HOAs and condos, and managed properties. We do not offer residential driveway service or roof snow removal.

What is a seasonal snow removal contract?
A seasonal contract covers plowing, salting and sidewalk clearing for your commercial property for the whole winter under one written plan, including the areas cleared, the 2-inch plowing trigger and the 30-minute response time.
Do NYC businesses have to clear their sidewalks?
Yes. According to DSNY, building owners and occupants must clear a sidewalk path at least 4 feet wide and must not push snow into the street. DSNY rules say a 4-foot sidewalk path must be cleared within 4 hours if snow stops between 7:00 AM and 4:59 PM, within 14 hours if it stops between 5:00 PM and 8:59 PM, and by 11:00 AM if it stops between 9:00 PM and 6:59 AM.
